cannot create folder or file when in list view

Bug Description
Binary package hint: nautilus
In the icon view, you can create a new folder or empty file by right-clicking on any empty region of the window and selecting "create folder" or "create document / empty file" in the dropdown menu.
When in List view, you can also do that but only IF there is some empty space after the end of the list.
If there are enough items in the folder, there won't ever be even a single pixel of empty space (no matter how much you scroll) where you can right-click and do "create folder".
The only way to create a folder in such case is to switch to icon view, or to use the File menu ("file / create folder") which is a little annoying.
