If list view is longer than viewport, cannot create new folder with right click

Bug Description
Binary package hint: nautilus
Default Nautilus with Jaunty 9.04 64-bit
What I expected to happen:
expect right click option to create new folder.
What happened:
right click adds focus on file or folder and displays options based on focus.
Function is correct if list view is shorter than viewport and right click is not over file of folder name.
