Media tab of Nautilus preferences is counter-intuitive

Bug Description
Binary package hint: gnome
During the connection of the Digital Camera, insertion of CD, etc, the default behaviour is to display the dialogue prompting user of what one wishes to do next. In order to change that behaviour the user is expected to go to Nautilus -> Preferences -> Media (tab), even though for many of those Nautilus is not the primary application. That is counter-intuitive.
What happens:
User needs to go to Nautilus -> Preferences -> Media (tab) in order to change the behaviour of the removable media.
What i expect to happen:
That sort of behaviour is system-wide and should be somewhere in System -> Preferences of the Gnome menu.
