Ubuntu 8.10 Apply Permissions to Enclosed Files non functional

Bug Description

Clicking the "Apply Permissions to Enclosed Files" under the permissions tab in a folders properties is non functional.
Non of the permissions of the files contained within the folder were changed.
Attempted to do this as root user with same result.

The bug this is supposedly a duplicate is 11 months old and still unsolved.
I would like to ask why this bug has been around for so long and has not been resolved?
