properties popup screen huge

Bug Description

steps to create problem:

upload photos via usb cable from android smartphone to folder on desktop (all are .jpg)

select file to rename (file name in form 1117211142.jpg)
right click for properties

properties popup appears and is wider than the entire screen

unable to resize popup.

this behavior is duplicated regardless of where the files are located
ex, copy file to downloads directory. repeat same steps w/ same behavior.

covert file to .png & resize smaller using gimp. repeat same steps w/ same behavior.

properties popup for other files regardless of .jpg, .txt, .pdf work OK.
