File download popup in browsers isn't focused on filename input despite appearing focused

Bug Description
When I download a file in a browser, the systemwide download dialog window with the file explorer comes up. When I start typing the window starts searching for files in the current directory instead of letting me name the file, even though the file name text input appears focused with an orange border around it. This has confused me every single time.
