After resumed from suspend, desktop wallpaper does not get drawn correctly on Nvidia graphics

Bug Description
This is a known issue on Nvidia driver for a long time.
Originally it only happens on Unity Launcher, now it also affects desktop background.
To solve/workaround this, the background needs to be redrawn upon resume.
