nautilus file rename dialog cannot be moved even if it behind the unity launcher

Bug Description
Because the new nautilus file rename dialog (nautilus 3.20) can't be moved, if it is behind an always-on-top window like the unity launcher, it can be difficult to use (see attached image). Ideally it should either appear above the other window or you should be able to move it.
