Ubuntu desktop does not gain focus when all windows close

Bug Description

Hi

If I close all of my windows on the workspace, I notice that the desktop does not gain focus.
So if I try to access anything via the keyboard, e.g. Alt-F1 for the menu or similar, then it only works if I have physically clicked onto the desktop.

This is a bit annoying as it means you cannot have a completely mouse-free experience. ;)

I am using Feisty Fawn, with metacity most of the time.

This bug is not reproducible under Feisty Fawn 7.04 . The following test cases were executed

1. I opened up couple of applications and tried closing all of them using the keyboard first time (Alt + F4) and then pressed Alt + F1 and the gnome menu got invoked

2. opened couple of applications and tried closing all of them using the mouse and then pressed Alt + F1, gnome menu got invoked

In the above cases, after closing all the applications i tried traversing through the icons on the desktop by using the keyboard arrow keys and i was able to select a particular icon and open it by pressing enter key.

Can't reproduce this. Tryed under feisty with latest updates installed.
Only time i have no focus is directly after logging in. Not sure if this is meant to be that way though. I can reach the menu using Alt+F1 at that point.
