This doesn't seem to have anything to do with Ubuntu Software Center, but it's not clear what it is about. What do you mean by "the desktop is not refreshing"?

what do you mean "refresh"? the desktop should never be "outdated", the active views have file monitor and should display any file being added or removed without you needing to "refresh"...

how do you know it doesn't refresh? what do you expect a refresh to do if there is nothing changing?

what does mean for an icon to be "refreshed"? the pixels are supposed to stay the same, so if the refresh is smooth you shouldn't see anything happening at all right?

Actually in older versions the cpu usage % would increase as we continuously refresh using F5, and the icons or the mouse pointer would show loading symbol, but in 13.04 mouse is not showing the loading symbol and not only that the cpu % in conky or multiload indicator are not showing increase in cpu usage or the percentage it is showing.

I think it's being refreshed, when I add files on desktop they are disappearing and reappearing (like it always happened) don't know why cpu usage is not increasing
