no "create new document" on menu

Bug Description

While carrying out testcase: http://testcases.qa.ubuntu.com/Hardware/CardReaders/Internal on Quantal Alpha 2 I tried to create a new empty document in my mini SD card, but I realized that the voice "create new document" while right clicking in nautilus on the window of my mini SD card is missing.
I tried to create an empty document also on my desktop but the menu voice is missing also there.
I'm attaching a screen shot it's an italian installation but you can see it's missing all the same.

You may wish to have a look here where seb128 has set to "won't fix" (I won't dupe because once released you'll see many bugs such as this if this change remains

For info sake - Atm you need to create a template in ~/Templates. Then the "Empty Document" option will appear though if you use a text/plain template you'll get 2 options for text/plain

Best option for users is create an Open Office (odt) template so there is only 1 choice for the more commonly used "Empty Document" (Untitled Document - text/plain

The qa test Tc-Nfm-001 need ... adjusting
- deliberately creating the document with the same name as the default is not a common case

- touch move or anything from bash will not affect the context menu until restart

- dragging one document with nautilus to the Templates folder will create the New Documents context menu
  - with the doc you put in as well as the default "Empty Document"

- It is ok to have many text Templates
 - Having to guess which menu item gives you Foo and which gives you Foo.txt is a different issue
