Bug Description
How to reproduce:
* Navigate in file manager to /usr/bin
* Try clicking on "apport-bug" icon, which is a script
* Notice that the application is not started, or an editor containing the script is opened.
Script files marked with the executable flag should be executed when they contain a shebang on first line pointing to an interpreter. This is important for program files distributed as script files.
