If download is interrupted during install, then install will hang indefinitely while taking up 100% cpu

Bug Description

When I was upgrading using the KDE upgrade applet to oneiric the whole process worked until it got to dropbox. It was hanging at 72% downloaded and showed a process called dropbox taking 100% of one of my CPUs. I killed the process and used dpkg --reconfigure -f to fix the upgrade.

Attempted to install dropbox on Dell Mini 10 running Lubuntu.
It Hung up when attempting to download Dropbox, reported it as being 100% downloaded and then did nothing.eventually, 60 minutes I shut the machine down. Since then attempts to run dropbox do not appear to have any affect.
Running Synaptic Package installer result in:

E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem.
E: _cache->open() failed, please report.

I have attempted to manually run dpkg --configure -a but nothing happens.

I am a Newbie and am still wanting to install new apps on my machine but at the moment i am completely foxed.
