Sorry but my ubuntu stopped working and I formatted and reinstalled ubuntu on it.

Okay. So most likely the history file becoming inaccessible was not caused by a bug or misfeature in nano, but by the same cause that made your Ubuntu install stop working. Closing this as invalid as there is no way to verify anything any more.
