Please remove nagios3 (and revdeps) from artful

Bug Description

src:nagios3 has been removed from Debian stretch and unstable due to CVEs and no activity upstream (moved to nagios4, as well).

icinga2 is an alternative that is available and active/current.

There are three reverse-depends of nagios3:

* ganglia-nagios-bridge (for nagios3)
* nagios2mantis (for nagios3-core)
* syslog-nagios-bridge (for nagios3)

For the first and third, nagios3 is |'d with icinga2.

src:nagios2mantis has not yet been removed from Debian but has no reverse depends. So src:nagios2mantis should be removed first, to allow src:nagios3 to be removed. src:nagios2mantis has no reverse-depends, and the referred Debian bug recommends its removal there (and it is now uninstallable in Unstable).

nagios3 is seeded in Ubuntu:

So we will need to transition the seeds as well (presumably to icinga2's equivalent packages).

We are in discussions to do this for 18.04 (with a transition to icinga2 everywhere). But it will need MIRs, etc.

By the way, monitoring-plugins is stuck in cosmic-proposed now because it drops the nagios-plugins* packages which nagios3 still depends on.
