nrpe-server isn't started in default runlevels

Bug Description

The nagios nrpe-server isn't started after upgrading from ubuntu 10.10 to 11.04. The server awaits networking active, but is started at a time networking isn't active. Start fails therefore.

Solution: the server should start regardless networking started or not, then bind to interfaces as soon as they are available and assigned an address, or starting nrpe should happen after networking is up and fully configured.
