Nagios on Bionic can't communicate with NRPE on Xenial

When Bionic Nagios 3.5.1.dfsg-2.1ubuntu8, attempts connection with Xenial nrpe 2.15-1ubuntu1.1, we get errors:

Error: Could not complete SSL handshake.

This is fine with Bionic nrpe 3.2.1-1ubuntu1.

Xenial Nagios 3.5.1.dfsg-2.1ubuntu1.3 is fine with this connection.

I'm going to link this bug to the nagios-nrpe-server package to ask for a backport of 3.2.1 to Xenial.

Major new versions are usually nott backported as part of an SRU.
Community members can try for an upload int he backport pocket but I consider it unlikely as there is much more than this single package to be done then.

I'm going to remove the nrpe charm from this as I don't think we can do much there
