Bug Description
Mythexport runs but fails to create a compressed video when used with MythTV 0.26
Problem seems to have something to do with the 0.26 switch to only utc in the database.
Changing %STARTTIME% to %STARTTIMEUTC% in the user job allows compressed videos to happen, but I'm unsure if that fix causes some other fallout.

I suggest this bug be renamed something like "Changes required for UTC times in MythTV 0.26 and higher.
I can confirm that changing %STARTTIME% to %STARTTIMEUTC% in the user job (which is created in the setupsave.cgi file) fixes the problem.
A knock on effect is that, for episodes with no subtitle where the time is put into the subtitle instead (in mythexportRSS.cgi) the time is UTC instead of local time, so the times don't match the user's expectations of clock time. I'm not enough of a perl expert to know how to fix that.
Also, if compatibility with MythTV versions older than 0.26 are desired, a check of the DBSchema value should presuambly be in place.
