Merge mysql-defaults from Debian unstable for 22.04

Please also note LP: #1945956 "mysql-8.0: Fails to build against OpenSSL 3.0", which will need addressed for the upcoming OpenSSL transition.

I'm following the requestsync workflow with Miriam as an exercise for this task, which involved deliberately filing a duplicate bug for the sake of this exercise on my request. So I'm marking this bug as a dupe to make that one the primary bug now.
