libcppconn should link against newer Boost versions

Bug Description

In Precise, libcppconn should link against the newest Boost version 1.48 (it currently links against Boost 1.46). In this version of Boost important bugs are fixed; however, currently libcppconn and boost 1.48 cannot be used together.
