Upstream tests are being skipped and then ignored

https://git.launchpad.net/ubuntu/+source/mysql-8.0/tree/debian/tests/upstream contains a list of upstream tests that we are skipping. https://git.launchpad.net/ubuntu/+source/mysql-8.0/tree/debian/rules has more.

Are any of these skips hiding real bugs? If so, upstream bug reports should exist for them. If not, then we could perhaps note that in comments where there are skipped, so we know they are accounted for.
