Upstream tests are being skipped and then ignored

Bug Description

https://git.launchpad.net/ubuntu/+source/mysql-8.0/tree/debian/tests/upstream contains a list of upstream tests that we are skipping. https://git.launchpad.net/ubuntu/+source/mysql-8.0/tree/debian/rules has more.

In https://code.launchpad.net/~lvoytek/ubuntu/+source/mysql-8.0/+git/mysql-8.0/+merge/434280 I just commented:

Lars used to ensure that a bug report existed upstream before disabling a test, but that isn't happening any more - for example because our security team will disable a test in order to get a security update in, and end up adopting that. Are any of these skips hiding real bugs? If so, upstream bug reports should exist for them. If not, then we could perhaps note that in comments where there are skipped, so we know they are accounted for.
