mysql is broken in 19.04

Bug Description

running on an up graded version of ubuntu. installed 18.04, upgraded to 18.10 then 19.04. MySql, installed it and ran mysql_secure_installation to set a password but it didn't take. it has worked previously in 18.04 and 18.10 but in 19.04, it refuses to let me in with the set password.

Thank you for your bug report. Does it give any error or act like it worked but did? Could you add your journalctl log after getting the issue?
