Thanks for filing this bug in Ubuntu.

It's hard to figure out what is going on with the provided logs. The restart of the service seems to have failed, but there is no indication of why.

I suggest to look in the mysql error log, and also provide us with clear steps to reproduce the problem. If that's not possible, then perhaps just try these commands:

sudo apt update
sudo apt -f install

It was my fault. I have a test db on tmpfs which was not mounted while upgrade. So that db folder fails the post upgrade check
