Thanks for filing this bug in Ubuntu.

This is the error reported in the logs:
ERROR: Unable to start MySQL server:
mysqld: Can't read dir of '/etc/mysql/conf.d/' (Errcode: 2 - No such file or directory)

Do you recall what actions you took with mysql that would erase its configuration directory? It needs that directory to work.

From your dpkg history log, looks like this has been going on for days, and we don't have the logs from when it first happened.
