Bug Description

the problem occurs if I disable the start of the mysql service at boot time of the operating system:
sudo systemctl disable mysql.service

if I restore the mysql service startup at boot time of the operating system:
$ sudo systemctl enable mysql.service

then everything returns to work, and packeages ugrade without errors

no such problem with other services
sudo systemctl disable apache2.service
sudo systemctl disable bluetooth.service
. . .

only mysql has this problem
