This looks like a local configuration problem, rather than a bug in Ubuntu. Specifically, 5.7.20-1ubuntu16.04 has never been shipped by Ubuntu, so you seem to have a problem caused by a customisation made on your system, rather than this being a bug in Ubuntu.
