Bug Description
Occurred as part of the upgrade,
briefly saw 'upstart' mentioned in details.
This is of little concern to me;
I am confident I can fix if necessary
though currently I use docker container(s)
for my mysql db needs.
However, may provide useful info to you.

Thanks Todd for your report.
This is in fact a known error being worked on.
The TL;DR is a race on the server being available.
I'll dup you to the main bug.
