Bug Description
It fails on each new version, on the configure step, and the cause seems to be because I changed the settings of the service so it doesn't start on boot by default. The configure script tries to connect to the database in order to check something, and it always fails, no matter if the service was running before configuring or not (if it was running, it stops it and doesn't run it again before the check, or at least it doesn't succeed in launching the service before that check).

Thanks for the bug report. As you noticed this is happening with each upgrade and I this has been seen by many other people. LP: #1592669 is attempting to track this and resolve it, as such I am going to dup this bug with that one.
If you disagree feel free to say so, but I think it is the same issue.
