From your log what puzzles me most is the error: alternatives: error: alternative path /etc/mysql/ my.cnf. fallback doesn't exist

This file is part of mysql-common and usually around.
I wonder what do the following commands report you:
$ update-alternatives --display my.cnf
$ dpkg --verify mysql-common
$ dpkg --verify mysql-server-5.7
I don't think it really applies as no deleted conffiles are listed, but if you want to reinstall the packages in a way that they would re-populate any accidentially deleted config files you could try: :="--force- confmiss" mysql-common mysql-server-5.7
$ apt-get install --reinstall -o Dpkg::Options:
Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete for now until you provide the requested extra information.
