mysql-server fails to create /var/run/mysqld directory

Bug Description

This is the same issue as in #1435823 where after a (re)boot, the /var/run/mysqld directory isn't created, causing mysqld start to fail. Solution (actually a workaround) is to create the /etc/tempfiles.d/mysql file.

bug 1435823 holds already a lot of information - I recommend reading that for anyone working on this bug.

Actually I wonder what else is involved to trigger this.
I installed mysql-server-5.[67] on Trusty, Xenial and Zesty and checked but all started fine and created the dir as needed.

I didn't find that clearly on the old bug, but is that a racy issue that only occurs sometimes?
