I don't know what exactly happed because I was starting up a minecraft server while I was updating stuff.

After trying to completely uninstall and reinstall all of the mysql packages, I was finally able to get it to install without hitting this error by running `sudo touch /etc/mysql/my.cnf.fallback` which I gathered because of the output from apt-get.
