Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

This may be related; I can't recall seeing DENIED messages like this one before. Is this a new requirement in this version of mysql?

You seem to have had some other version of mysql installed:
Setting up mysql-community-server (5.6.38-1ubuntu14.04) ...
./usr/bin/mysqld_safe: 637: /usr/bin/mysqld_safe: cannot create /usr/data/admin-3046.err: Directory nonexistent

What is this community server? Version 5.6.38 is not available for trusty in the ubuntu archive:

Did you move from this 5.6.38 community version to the ubuntu version which is 5.5.58 and that's when the error happened?
