random windows launching with wrong title bar settings

Bug Description
With recent gnome-shell in Lunar, some of my windows, seemingly at random, are launching with weird title bars that don't reflect the title bar settings I have configured.
E.g., the font in the title bar is not the same as for other windows, and the buttons on the right when I have them configured via the Tweaks apps to be on the left.
Logging out and logging back in seems to clear up the issue temporarily.
Again, this isn't happening with all windows even within the same session. Truly bizarre.

This is likely related to the new X11 window frame code in mutter 44. I can't find any upstream bugs that match this one but there are other bugs in 44 relating to the new functionality...
