Ubuntu 22.04 LTS displays desktop image or colors but not both

Ubuntu 22.04 LTS only displays a centered desktop image with the background colors absent, or it only displays background colors with the image picture-options set to "none". It will not display a centered image and background colors at the same time. This happens with both light and dark themes.

Ubuntu 20.04 LTS displays an image centered and custom background colors at the same time.

I am using the default GNOME 41.7 desktop environment on 22.04 and was using the latest default GNOME desktop environment on 20.04.

I can conveniently test the issue using dconf editor: /org/gnome/desktop/background

When I installed Unity desktop on Ubuntu 22.04 LTS, the issue went away and I could see colors and a centered picture at the same time, but the problem returned when I restored the GNOME desktop and removed Unity.
