There is performance regression in Mutter:
While originally it was reported that issue is reproducible with nVidia proprietary driver, unfortunately it happens on Intel hardware too:

If possible, please revert this commit before Ubuntu 17.10 release.

This is an upstream problem really. Since we're unlikely to do anything in Ubuntu without agreeing on an upstream fix first, then please look/comment upstream first:
