Muon software center doesn't rebuild search index after sources change

Bug Description

After I added Universe to this live session, only kontact showed up in search in MSC. I tried Muon package manager and it said it was updating search index. When I went back to MSC, then Kontact mobile shows up tool. https://launchpadlibrarian.net/80606818/snapshot4.png

Is this still an issue w/ 1.3? There were some fixes to xapian index reloading in 1.3 that may have fixed this.
