postgresql plugin broken on bionic for pg10+

Bug Description

On ubuntu bionic, the postgresql plugin doesnt work as expected because of the following issue which has been fixed upstream - https://github.com/munin-monitoring/munin/issues/1131.

The solution might either be to backport the fix, or release a later munin version for bionic.

    fix idle connections showing as waiting for lock

    in postgresql v10 and v11 current version shows idle connections as waiting for lock. with these changes idle connections are being showed as idle, and only connections that are holding locks are shown as waiting
