mpv falls back to XDG base directory incompliant behaviour

Bug Description

Due to this commit: https://github.com/mpv-player/mpv/commit/269f0e743e5634691f0c9d5b1b8a4bb68eedbbd0

mpv will fall back on incorrect XDG base directory speficiation incompliant behaviour by default. In order to avoid that, Ubuntu should during installation create the folder ~/$XDG_CONFIG_HOME/mpv and fix that regression.

This is more of a request to Ubuntu maintainers to update the installation script because upstream clearly does not wish to collaborate.

wm4 just shut down the discussion. Ubuntu should just define $MPV_HOME as ~/.config/mpv to make mpv use the XDG directory.
