As a workaround I downloaded the .deb for trusty and it seems to work fine. (https://launchpad.net/ubuntu/utopic/amd64/mencoder/2:1.1+dfsg1-0ubuntu3)

Here some advice if you want to re-add mencoder in future and you don't want to link it statically.
Add the following libav files from the distributions current libav package to the source tree:
ffmpeg/libavcodec/allcodecs.c
ffmpeg/libavfilter/allfilters.c
ffmpeg/libavformat/allformats.c
ffmpeg/libavutil/x86/asm.h

Then add the attached patch. Now the built mencoder will be linked correctly against the system's libav libraries.

The attachment "dont-check-ffmpeg-version.patch" seems to be a patch. If it isn't, please remove the "patch" flag from the attachment, remove the "patch" tag, and if you are a member of the ~ubuntu-reviewers, unsubscribe the team.

Why was the status changed to "fix released"? Mencoder is still not available.

That's the new bug. It'll get marked as a duplicate and this one will hopefully get reopened.

While this bug has been improperly marked as 'fix-released' it has almost the same effect as what it should of been marked which is Invalid.
mencoder is not in mplayer2 source (dead project anyway), it was and to some extent is (unsupported) part of mplayer source.

So file a bug on mplayer source to get it, (mplayer) returned as it was removed from Debian & consequently Ubuntu, that's why no mencoder.
