mplayer: can't skip to first chapter in some matroska files

Bug Description

In some files, mplayer is unable to seek to the first chapter. It seems to be related to having the timecode too early somehow. I was able to work around it to some extent by setting the timecode for the first chapter to something that starts on the second frame rather than the first, i.e. for this 23.967 fps video, 0.05 seconds works while 0.04 seconds doesn't.

On further examination this happens only with some files.

The only difference I can see between the one file I have that works, and the rest, is that the non-working ones have vobsub subtitles, and the working one has SSA subtitles.

I'll try converting one of the vobsub ones to SSA and see if that file works then.

I've attached the output from mkvinfo on a test file which didn't work.

With this file:
Pressing '!' any time before chapter 3 will seek approximately 3-5 seconds ahead.
