The mencoder version in raring worked without any problems.

I removed libx264-123:amd64 2:0.123.2189+git35cf912-1ubuntu1 and replaced it with the older
libx264-123:amd64 2:0.123.2189+git35cf912-1 and mencoder is working again.

Can the old version be added to the saucy repository as long as the bug is not fixed?

Sorry, but I have the same problem, am trying the same solution, but I'm getting "E: Version '2:0.123.2189+git35cf912-1' for 'libx264-123' was not found". Is it the wrong repositories?

The '2:0.123.2189+git35cf912-1' version is not in the saucy sources, because of that I asked to add this version to the repository above.

I downloaded the deb package from an older release
https://launchpad.net/ubuntu/+source/x264/2:0.123.2189+git35cf912-1/+build/3493053
and installed it manually with dpkg -i, but this is not a permanent solution.

no longer affects: mplayer

right, this is not a mplayer bug anymore.
Because of that I added a new bug @ x264
