mpd refuses connections

Bug Description

On a clean install (apt remove --purge mpd && apt install mpd) with no music files or playlists, mpd refuses connections from localhost. The log is empty.

Could this have something to do with the recent systemd changes in versions 0.19.20 and 0.19.21? It was working just fine until a couple days ago.

$ systemctl start mpd

$ ls -al /var/log/mpd/

$ mpc -h localhost
mpd error: Connection refused
$ mpc -h 127.0.0.1
mpd error: Connection refused

$ lsb_release -rd

Ah, yes. It works again after downgrading to 0.19.19-1.

Could this be https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=849726 ? In that case, it has probably been fixed on the systemd side by now.
