It seems that the package is dropped in Debian at the time, therefore not available in Ubuntu 16.04. I have packaged a snap package that can be installed by running the following command in the terminal:
snap install mp3splt-gtk
or searching "mp3splt" in the Ubuntu Software Center, or browse: https:/
