I updated today (August 29th, which included a mozo update) rebooted and reverted all changes in mozo. After that, I moved Gparted (which should read as Gparted Partition Editor in Properties but does not, instead reading as Gparted) from Other to System>Administration where I can not move it up in the menu listing. I will attempt to restore all my other mozo edits later today. Please let me know what I can do to be of assistance. Thank you.

Restoring other edits to the menu worked much better. I can now move Gparted both up and down in System>Administration. I can edit Gparted properties to show Gparted Partition Editor.

I continue to have problems moving anything either up or down in the mozo menu listings. I have made extensive changes using mozo to the Applications Menu. My only change to the System>Administration menu is the addition of Gparted. Please let me know if I should add more information.

mozo 1.22.2-0ubuntu1 update has apparently fixed the unable to move Gparted entry up or down problem. This was observed on two Dell laptops this morning.

I guess it's ok to mark this as fixed. 19.10 is EOL, and 20.04 has mozo 1.24 which surely has the fix.
