Package mozilla-dev not installable duo to unmet dependencies

Bug Description

# apt-get install mozilla-dev
Reading package lists... Done
Building dependency tree... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
  mozilla-dev: Depends: mozilla-browser (= 2:1.7.12-1ubuntu2) but it is not going to be installed
               Depends: libnspr-dev (= 2:1.7.12-1ubuntu2) but 2:1.firefox1.4.99+1.5rc3.dfsg-1ubuntu9 is to be installed
E: Broken packages

Tried to solve this with the following, but without success:

 # apt-get install mozilla-browser mozilla-dev libnspr-dev libnspr4
Reading package lists... Done

libnspr-dev is already the newest version.
libnspr4 is already the newest version.
