FFe: Update mozc to 1.11.1522.102 for better ibus 1.5 support

Bug Description

Current version of mozc on saucy is 1.6.1187.102-1build1.
Upstream has ibus 1.5 support on 1.10.1389.102 or later.

We need new upstream version to support ibus 1.5 properly on saucy.

This is a sync from Debian except we're lowering the gyp version requirement since it doesn't look necessary and it's fairly late in the release cycle.

  * New upstream release. (Closes: #722653, #716919)
  * Update debian/control.
    - Drop support kFreeBSD.
  * Update patches/fcitx-mozc.patch.
  * Update patches/uim-mozc.patch to r327.
  * Add patches/fix_build_mo_of_fcitx.
  * Update debian/rules.
    - Add "unexport XDG_CONFIG_DIRS" for qtchooser.

The Release History says that ibus support is in maintenance mode as of 1.11.1502.
And the next commit (1.11.1522) has ibus-mozc-chewing and ibus-mozc-pinyin dropped without explanation.
How important are those dropped pieces?

ibus-mozc-chewing and ibus-mozc-pinyin have never been built in Debian or Ubuntu as I as I know. ibus-mozc in the package implies ibus-mozc-japanese.

No impact on Debian or Ubuntu packaging, I think.

issue 194 says:
As a short term effect, most of ChromiumOS specific code will be removed from ibus-mozc soon. This should not affect existing ibus-mozc users on GNU/Linux.

In the next upstream release(not yet released), Ubuntu and Debian should consider future of ibus-mozc maintenance. But in this release, ibus-mozc works well.

Ok, that makes sense. When I installed mozc to verify https://bugs.debian.org/716919, the only input method added was Japanese (mozc).

I think we should go ahead and get Release Team approval for this since we are past Feature Freeze and there are quite a few changes upstream in the update (although many are for Android or Windows).

* manual testing
   - change text entry settings from gnome-control-center, then I can input Japanese text as expected.
