No way of changing character encoding

Bug Description

Binary package hint: mousepad

Mousepad's description lists the features "Character coding selection" and "Manual code-set setting", none of which seem to be available.
They are not present in the menus, nor in the editor field's context menu.

Hi,

Thanks for your bug report. You should be able to choose the encoding in the "Open" and "Save"/"Save as" dialogs.

File > Save As in Mousepad 0.4.0 on Xubuntu 16.04 LTS doesn't show an encoding menu.

Leafpad has this functionality in he save-as dialog, maybe it can transferred over to mousepad?
