Mountall does not mount NFS file systems when booting from network

Bug Description

Binary package hint: mountall

When the initrd has already set up the network interface, the mountall still fails to mount NFS file systems because there is no running portmap. However, if the network interface is already up, /etc/init/mountall-net.conf is never run, so mountall never receives SIGUSR1 and the NFS file systems stay unmounted.

Suggested fix: Send SIGUSR1 to mountall as soon as the portmapper is up and running, indepent of the status of the network interface.
