Forced fsck in boot cannot be bypassed

Bug Description

A forced fsck (for mount count) cannot be bypassed in anyway. Also it shows no progress, which means that system seems unresponsive for a long time (for large hard drives). Also it takes time for the splash image to disappear and the message announcing the check to appear, not that the message really explains anything for a layman. Before that the unresponsiveness seems even worse. Contrast to normally quite snappy boot and I think the user would be justified in trying a hard reboot to solve the "boot problem".
