Bug Description
motion starts executing during install or upgrade and the upgrade process stalls until motion is killed.
TEST CASE FOR PROPOSED SOLUTION:
1. use a hardy install without hardy-proposed enabled
2. get a supported webcame that shows as /dev/video0
3. run "sudo apt-get install motion"
4. watch it hang (and press ctrl-c after some minutes when you are sure it hangs)
5. run "dpkg --purge motion"
6. enabled hardy-proposed
7. run "sudo apt-get install motion" and verify that a new version gets installed
8. verify that it does not hang this time
